If a shoreline area is designated as being in need of restoration and renourishment, and a composite match is made between the shore sand and sand in the Federal Outer Continental Shelf (OCS), then entities may enter into a Negotiated Non-Competitive Lease or Memoranda of Agreement with the Bureau of Ocean Energy Management (BOEM), in order to dredge sand, gravel, or shell resources from the OCS. Section 8 (k) of the OCS Lands Act (OCSLA) as amended by Public Law 103-426 (enacted in 1994) gives BOEM the authority to negotiate an agreement for the use of OCS sand, gravel, and shell resources for use in: (1) a project for shore protection, beach restoration, or coastal restoration undertaken by a Federal, State, or local government agency; or (2) for use in a construction project funded in whole or in part by or authorized by the Federal government. This dataset is a collection of previous and current shore study areas. Attribution consists of Study ID, year of study, and summarized sediment descriptions. The polygon extents are not guaranteed to be exact and may contain estimate boundaries delineated based on visual interpretation of drawings and descriptions found in study documents and post construction reports. The dataset will be updated on a regular basis to reflect new and previous study areas.</idAbs>
<idPurp>Coupling the geospatial extent of these placement areas with details about project construction helps make the connection between OCS sediment sources (OCS Marine Minerals Lease Areas) and their placement sites and also provides critical context required to understand the scale, frequency, and quantity of OCS material supplied for coastal nourishment and restoration. This dataset also supports various efforts related to coastal and ocean planning and other activities pursuant to the Coastal Zone Management Act, Magnuson-Stevens Fishery Conservation and Management Act, National Environmental Policy Act, and the Submerged Lands Act. This dataset will receive regular updates as new OCS leases are added or renewed and OCS sediment is allocated to planned placement sites along the U.S. coastline.</idPurp>

<measDesc>The MMIS data model utilizes a hierarchical structure where an ESRI enterprise geodatabase represents the top tier, and feature datasets and raster catalogs are the secondary tiers which contain groupings of similar data layers. These individual data layers were identified by MMP as important, and they make up the bottom tier. Most individual vector layers and tables are collections of data from multiple sources and across multiple dates. Extensive research went into the construction of (1) the hierarchical groupings of data (primarily by subject matter and file format) and (2) technical aspects of the data model. Data within the geodatabase was consolidated to reduce redundancy, resulting in several stand-alone tables. Relationship classes utilizing global IDs were built between vector layers and stand-alone tables in order to link disparate data. The entire MMIS data model was originally constructed using ESRI ArcGIS Diagrammer, a tool that creates and edits a geodatabase schema. The resulting geodatabase structure, data, and relationship classes were reviewed thoroughly by multiple individuals using ESRI Geodatabase Diagrammer Add-In, ESRI ArcGIS, and Microsoft Visio. ESRI Geodatabase Diagrammer Add-In creates a detailed break-down of the geodatabase and a Visio data model poster.</measDesc>

<stepDesc>The spatial and tabular data presented in this dataset were identified by the Bureau of Ocean Energy Management (BOEM) Marine Minerals Program (MMP) for the MMIS project as being critical for MMP's decision making and management responsibilities of Federal Outer Continental Shelf (OCS) mineral exploration and Federal non-energy sand/gravel lease activities. The spatial extents of each study area along the U.S. shoreline were either retrieved directly from BOEM in the form of ESRI's ArcGIS shapefiles or the polygons were manually heads-up digitized in ArcMap by referencing written descriptions and figures from the report. A beach study area layer was made for each study and loaded into a project-specific geodatabase in its native projection. Next, a master layer was created in the MMIS geodatabase data model to house all beach study area polygons in a single feature class (reprojected into the NAD83 geodetic reference system). Attributes added to the feature class include the year the report was published and summary values for grain size, Munsell color, and percent sand. This data is summarized for the entire study, regardless of how many sub-locations a study might have, UNLESS the study reported the values specifically for each sub-area. Next, the disparate beach study area feature classes and their attribute data were loaded into the MMIS Beach Study Areas feature class. <eaover>Shore Study Areas polygons delineate locations where environmental studies have taken place along the U.S. coastline to determine (1) the extent of shoreline erosion, (2) baseline documentation of shore sediment character, and (3) if the site could benefit from shoreline stabilization and beach nourishment in order to reduce coastal storm flooding and erosion, and provide recreational and environmental habitat benefits. Data and conclusions from such studies are heavily relied upon by the Marine Minerals Program within the Bureau of Ocean Energy Management (BOEM) when making decisions for how to best manage non-energy mineral resources (primarily sand and gravel) on the Outer Continental Shelf (OCS). Strong decision making by BOEM ensures that the removal and re-deposition of any mineral resource is conducted in a safe and environmentally sound manner, and that any potentially adverse impacts on the marine, coastal, or human environments are avoided or minimized. Shore study area polygons were either provided along with the report in spatial format, such as an ArcGIS shapefile, or were manually digitized by referencing written descriptions and figures from the report.</eaover>
