<measDesc>The MMIS data model utilizes a hierarchical structure where an ESRI enterprise geodatabase represents the top tier, and feature datasets and raster catalogs are the secondary tiers which contain groupings of similar data layers. These individual data layers were identified by MMP as important, and they make up the bottom tier. Most individual vector layers and tables are collections of data from multiple sources and across multiple dates. Extensive research went into the construction of (1) the hierarchical groupings of data (primarily by subject matter and file format) and (2) technical aspects of the data model. Data within the geodatabase was consolidated to reduce redundancy, resulting in several stand-alone tables. Relationship classes utilizing global IDs were built between vector layers and stand-alone tables in order to link disparate data. The entire MMIS data model was originally constructed using ESRI ArcGIS Diagrammer, a tool that creates and edits a geodatabase schema. The resulting geodatabase structure, data, and relationship classes were reviewed thoroughly by multiple individuals using ESRI Geodatabase Diagrammer Add-In, ESRI ArcGIS, and Microsoft Visio. <stepDesc>The spatial and tabular data presented in this dataset were identified by the Bureau of Ocean Energy Management (BOEM) Marine Minerals Program (MMP) for the MMIS project as being critical for MMP's decision making and management responsibilities of Federal Outer Continental Shelf (OCS) mineral exploration and Federal non-energy sand/gravel lease activities. The spatial extents of each avoidance area in the OCS were retrieved directly from BOEM in the form of shapefiles, spreadsheets, and from Negotiated Non-Competitive Leases or Memorandum of Agreements. Coordinates for points or boundaries associated with each avoidance area were derived from spreadsheets or lease documents. These points were mapped in ESRI's ArcMap and exported to a shapefile in the corresponding lease project folder. If individual point coordinates were given with a specified buffer zone, the points were mapped in ArcMap, then the Buffer Tool was used to buffer the point(s) which results in a polygon layer. If projection information was not noted in the source data, an informed decision was made based on closest state plane and UTM zones to the area. Next, a master layer was created in the MMIS geodatabase data model to house all avoidance area polygons in a single feature class (reprojected into the NAD83 geodetic reference system). A short list of attributes was developed to provide some background information on the avoidance: state, OCS lease number, area/block name, avoidance ID, effective date of the associated lease, type of avoidance (e.g., archaeological, cultural, biological, or unknown), x/y coordinates, coordinate system, avoidance buffer and units, study ID, and comments. Attribute data were collected from lease documents, archaeological and cultural resource survey reports, environmental assessments, borrow area design reports, and or the associated survey data. Next, the disparate avoidance area shapefiles and their attribute data were loaded into the MMIS Avoidance Areas feature class. For increased accessibility, each avoidance area polygon was linked to the corresponding PDF lease document(s) and (if available) the resource report identifying each avoidance area. <eaover>Federal Outer Continental Shelf (OCS) Avoidance Areas are polygons which delineate the given radius of anomalies to be avoided during dredging and survey operations associated with an OCS marine minerals lease. Avoidance Areas are defined under the Provisions article in Negotiated Non-Competitive Leases and / or Memoranda of Agreement (MOA) between the Department of the Interior (DOI), acting through the Bureau of Ocean Energy Management (BOEM), and another Federal agency, or between BOEM, a State or local government agency and / or another Federal agency (such as the U.S. Army Corps of Engineers). This article is included for BOEM to be compliant with the Archaeological Resources Protection Act (ARPA) of 1979, October 31, 1979 (16 U.S.C. sect. 470aa et seq.). With regard to the marine environment, ARPA applies to Federal marine protected areas or other submerged lands to which the U.S. Government retains title and did not transfer to states under the Submerged Lands Act.</eaover>
