<idAbs>The modeled shoals feature class is a collection of sediment resource featThe modeled shoals feature class is a collection of sediment resource features that were modeled by the National Oceanic and Atmospheric Administration (NOAA) for the Shoal Map Assessment Tool for EFH (ShoalMATE) as well as known sand resources from the Marine Minerals Inventory System (MMIS). Information relating to the process used for modeling can be found in Pickens BA, Finkbeiner M., Taylor JC. 2019. Chapter 2: Shoal Identification and a New Classification System for Sand Resources. In: Pickens, BA, Taylor JC (eds.). Regional Essential Fish Habitat Geospatial Assessment and Framework for Offshore Sand Features. Sterling (VA): US Department of the Interior, Bureau of Ocean Energy Management. BOEM OCS Study 2020-002 and NOAA Technical Memorandum NOS NCCOS 270. 367 p. (https://cdn.coastalscience.noaa.gov/projects-attachments/334/NCCOS-TM-270_Pickens%26Taylor_2020.pdf). The sediment resources modeled for this feature class fall within the ShoalMATE area of interest, which includes U.S. federal waters seaward of the U.S. Submerged Lands Act Boundary to a depth of 50m in the Gulf of Mexico and Atlantic Ocean. Much of the attribution comes from the Coastal and Marine Ecological Classification Standard (CMECS, https://www.cmecscatalog.org/cmecs/). Information held in the attribution relates to the ShoalEnvVariables table and includes state, year feature was discovered or created, sediment grain size, Munsell color, percent sand, percent carbonate, percent carbonate sand, sediment area ID (from MMIS), StudyID (from MMIS), evaluation state (from MMIS, whether the sediment resource is potential, unverified, unusable, or proven), sand unit thickness, area of the feature (ft), volume of the feature (cubic yards), any comments on the sediment feature, percent fines, minimum depth (depth from the ocean surface), maximum depth (depth from the ocean surface), orientation (compass direction related to the orientation of the feature), minimum slope, maximum slope, benthic position index, rugosity, Geoform Component (GC) Origin (CMECS), GC Geoform (CMECS), GC Type (CMECS), GC Level (CMECS), Substrate Component (SC) Origin (CMECS) SC Class (CMECS), SC Subclass (CMECS), SC Group (CMECS), SC Subgroup (CMECS), percent clay, percent silt, Biotic Component (BC) Class (CMECS), BC Setting (CMECS), anthropogenic impact (CMECS), shelf position (CMECS), temporal persistence (CMECS), distance regime (CMECS), substrate description (CMECS), sediment transport rate, a categorical description of accretion (accreting, neutral, or eroding), categorical descriptions of the sediment resource spatial extent, and surface pattern (CMECS). A list of the input data used in the modeling process can be found in the lineage section of this metadata file (dataqual > lineage > srcinfo > srccite > srccontr). This feature class is updated on an as needed basis.</idAbs>
<idPurp>The modeled shoals feature class is a collection of sediment resource features and associated information included as part of the Shoal Map Assessment Tool for EFH (ShoalMATE). Provisions of the Magnuson-Stevens Fishery Conservation and Management Act (MSFCMA, 16 USC 1801) require that EFH areas be identified for each species managed under a fishery management plan, and that all Federal agencies consult with the National Oceanic and Atmospheric Administration's National Marine Fisheries Service on all Federal actions that may adversely affect EFH. EFH is defined as "those waters and substrate necessary to fish for spawning, breeding, feeding or growth to maturity." Section 305(b)(2) of the MSFCMA includes the following required parts: 1) identification of species of concern; 2) a description of the proposed action; 3) an analysis of the effects of the proposed action; 4) proposed mitigation; and 5) the Federal agency's views regarding the effects of the proposed action. ShoalMATE was created to assist in compliance with the MSFCMA specifically related to proposed marine dredging projects.</idPurp>

<measDesc>The MMIS data model utilizes a hierarchical structure where an ESRI enterprise geodatabase represents the top tier, and feature datasets and raster catalogs are the secondary tiers which contain groupings of similar data layers. These individual data layers were identified by MMP as important, and they make up the bottom tier. Most individual vector layers and tables are collections of data from multiple sources and across multiple dates. Extensive research went into the construction of (1) the hierarchical groupings of data (primarily by subject matter and file format) and (2) technical aspects of the data model. Data within the geodatabase was consolidated to reduce redundancy, resulting in several stand-alone tables. Relationship classes utilizing global IDs were built between vector layers and stand-alone tables in order to link disparate data. The entire MMIS data model was originally constructed using ESRI ArcGIS Diagrammer, a tool that creates and edits a geodatabase schema. The resulting geodatabase structure, data, and relationship classes were reviewed thoroughly by multiple individuals using ESRI Geodatabase Diagrammer Add-In, ESRI ArcGIS, and Microsoft Visio. ESRI Geodatabase Diagrammer Add-In creates a detailed break-down of the geodatabase and a Visio data model poster.</measDesc>

Additional processing steps are as follows:. 1. Removed erroneous areas with feedback from BOEM staff. 2. Copied working shoals into shapefile for next steps. 3. Dissolved overlapping features. 4. Buffer by 50m. 5. Dissolve buffer shape from step 4. 6. Union buffer shape from step 5 with shape from step 2. 7. Dissolve union by buffer shape uniqueID (to include small shoals with larger neighboring shoals within 100m). 8. Import features to ModeledShoals feature class schema. 9. Import MMIS SandResources into ModeledShoals feature class (this step continues to occur on an as-needed basis as MMIS SandResources are edited). This feature class differs from another similar dataset maintained by NOAA ("SandShoals_modeled" shapefile from https://www.ncei.noaa.gov/access/metadata/landing-page/bin/iso?id=gov.noaa.nodc:0221906) due to the fact that the NOAA dataset does not contain MMIS Sand Resources.</stepDesc>

<overview>
<eaover>The ModeledShoals feature class contains geological and spatial information related to modeled and known sediment resources included as part of the Shoal Map Assessment Tool for EFH (ShoalMATE). EFH species information is relied upon by the Bureau of Ocean Energy Management, Marine Minerals Program when making decisions for how to best manage non-energy mineral resources (primarily sand and gravel) on the Outer Continental Shelf (OCS). Strong decision making by BOEM ensures that the removal of any mineral resource is conducted in a safe and environmentally sound manner, and that any potentially adverse impacts on the marine, coastal, or human environments are avoided or minimized.</eaover>
